I saw a Ring-billed Gull today with a red patagial tag at the fresh water pond just north of Route 50 on Golf Course Road, West Ocean City.  The red wing tag had the number 377 in black on the tag.

I reported the sighting to the BBL, Patuxent Wildlife Research Center, USGS, via their web site.  If there is any other place this should be reported to, please let me know off line.  Thanks.
