Hi Stephen,
As far as I know, there is not a nest site in Silver Spring. But, since my office in Bethesda, I'm not around downtown Silver Spring too much during the daytime.
This morning near my office building in Bethesda I saw a Black Vulture flapping and circling hard in order to avoid getting too close to a tall building. This afternoon in my office I just happened to look out the window as a close Black Vulture and two not so close Turkey Vultures were flying past, circling and gliding.
