I was able to see the bird from a couple of pull offs on the VA side.  I was originally at the first pulloff north of Ft Hunt on the George Washington Parkway.  I was also able to see it later from the Collingwood Picnic Area a bit further north.  Rob Ostrowski was able to see the bird from Ft Washington on the MD side as well.  By about 11am, it was near the MD shore on the north end of Ft Washington.

Earlier in the morning, I had spent an hour or so looking from Dyke Marsh and Jones Pt unsuccessfully.  

In general, there were a good number of birds on the river, mostly DC Cormorants, but also Tree Swallows and about 20-30 Bonaparte's Gulls.

John Hubbell texted me at 10:05 to say that he was watching a/the RED-THROATED LOON (previously reported by Kurt Gaskill?) in the Potomac River.  The bird was south of Dyke Marsh, opposite Fort Washington and I believe closer to the Maryland shore than the Virginia shore.  He spotted it from a roadside pulloff, I think.
