I saw this on the Pennsylvania birding list just now.

Dear PABirders,
Late this afternoon I received a second-hand report of a Brown Pelican
at Conowingo Dam, on the Susquehanna River, Harford/Cecil County, MD.
The bird was seen floating on the water on the upriver side of the dam
at about 3 PM today. It was described exceedingly well by the person
who was driving across the dam.
I got the report at 5 PM and was at Conowingo Dam by 5:20 PM. I
searched the easily accessible areas for almost an hour, with no luck.
I also checked the tail race, the area below the dam.
Last year at almost this same time (Aug 2-3), a Brown Pelican was found
at the dam at 4 PM by my neighbors and was seen again there up until 7
PM. The next day I relocated what was presumably the same bird at about
noon, 8 miles upriver near Peach Bottom. It was seen up until 6-7 PM by
more than a dozen people, but not after that or during the next few days
of fruitless searching.
It is because of last year's observations that I am passing along
today's information. I hope that someone is able to relocate the Brown
Pelican.
Sincerely,
BOB SCHUTSKY
Peach Bottom, PA
