Frigate sp. possibly resighted near River Terrace Park

I'm pretty sure I saw this large black bird with white breast at approx. 7:30 this morning flying over the Anacostia? near River Terrace Park from the Orange Line Metro just before ( heading South)  it goes underground at Stadium- Armory.
 
I had studied pictures after reading previous posts on the off-chance I'd see one, and I got a good look at this fellow for several seconds.
