I have had really good, low down (in small trees) looks at the dog-run area of Rock Creek Park too. Same time of year...

Best place I know is Rock Creek Park DC on about the third week of
eptember. We have had multiples on a day -- sometimes multiples in one
ree! However best to go on day when a good passage of migrants is expected
i.e., cold front, sunny morning, etc.) Have had Phillies almost everywhere
n the "usual" areas -- (consult MOS web site on birding sites in DC and
ook for Rock Creek Park under "central" area) -- but most often on the
idge.
