To follow up on Ross' suggestion.  Here's a link to the current Maryland
eBird bar chart (you can navigate to this yourself easily if you don't want
to copy the link just by going to eBird.org and clicking on bar charts):

It shows the entire month of September as being the best time for PHVI.  By
clicking on the name of a species, you can get to a map of all MD eBird
sightings for that species.  If you click on PHVI and then narrow it down to
the past three years during fall you get the following map:

By clicking on a balloon you get the name and date of the location, as well
as the name of the observer.  I clicked a few balloons, and one place that
came up with a lot of sightings was Governor's Bridge Natural Area.  But
there are a variety of locations, so I'd expect it's more a matter of being
in a migrant hot spot at the right time.

I just checked DC quickly on eBird also.  As you'd expect, Rock Creek Park
also has a lot of PHVI sightings.
