Hi Lucy,

All of Belmont Bay is in Virginia. I'm not exactly sure where Thompson Creek
is, but any bird that you could see from the Mason Neck SP Visitor Center
would be in Belmont Bay and well away from Maryland waters. For the Wigeons
to be considered in Maryland, they would have to be on or over the Potomac
River itself.
