Thanks Jeff. Yes, attempts are already being made to contact both USFWS & MD-DNR. I'll pass along your information too, I appreciate it. I believe the information to be accurate; I got it from people who spend a LOT of time at the dam photographing eagles. I'm hoping that with a couple of rainy days (1) the birds will have come back and (2) the photographer has moved on and won't be back. If he is, he'll have a lot of people there ready to educate him about the problem he's causing for the eagles. I'm planning to go to C-wingo tomorrow, early, and I have the DNR emergency phone number which I will use if I need to.

FYI - If what you describe is factual, it would be best to call the US Fish and
Wildlife Service in Annapolis MD and report it as potential harassment of bald
eagles at a known wintering site. If confirmed, it is not only immoral but may
be illegal and should be investigated. If it is either intentional (believe it
or not, some people strongly dislike eagles and other raptors), or if not but
the person gets warned by USFWS not to do this anymore - and continues to harass
the eagles regardless of the warning, they could be fined, or worse. Although
Bald Eagles are no longer a federally listed species they are still federally
protected, and USFWS would jump at this, if it is actually happening. From

likely to act quickly, although many NRP staff are preoccupied this weekend
since tomorrow is opening dsay of deer/firearms season, probably their busiest
