FYI - If what you describe is factual, it would be best to call the US Fish and Wildlife Service in Annapolis MD and report it as potential harassment of bald eagles at a known wintering site.  If confirmed, it is not only immoral but may be illegal and should be investigated.  If it is either intentional (believe it or not, some people strongly dislike eagles and other raptors), or if not but the person gets warned by USFWS not to do this anymore - and continues to harass the eagles regardless of the warning, they could be fined, or worse.  Although Bald Eagles are no longer a federally listed species they are still federally protected, and USFWS would jump at this, if it is actually happening. The MD folks are more likely to act quickly, although many NRP staff are preoccupied this weekend since tomorrow is opening dsay of deer/firearms season, probably their busiest day of the year.
