And still present around 4-4:15 this afternoon, as the light grew pretty dim. It was on the far side of the flats with 2-3 ring-billed gulls, definitely a scoper. Hard to see the bill color, but every once in a while he would lift his wings, and the dark underside of the primaries was clearly visible.
