Dave Brenneman and I saw the Rough-legged Hawk circling over Pond Neck Road 
just east of the Stemmers Run dredge spoil facility today around 1:30 PM. 
Dave got pictures.

There's a beautiful (soggy) light phase Rough-legged Hawk hanging around 
Pond Neck Rd. in Cecil Co. this morning. Yesterday I noticed one had been 
reported last Saturday in eBird and figured if he was still hanging around, 
chances were good he's be laying low with all the fog and rain. He was on a 
skinny sapling out in the open at the top of the slope on the right, along 
the Stemmers Run dredge spoils, just before you get to Pond View Lane on the 
left. He was moving from there to the wooded area adjacent and actually 
doubled back and landed briefly on the road shoulder, then flew up and 
perched in the woods by the roadside. I took some photos which I'll post 
later after the terps basketball game.
