When I lived in Roland Park, Kestrels could reliably found in the area of St Mary's Seminary. Also, the Woodberry area off of Falls Road and was good for them and probably still is.

I also found Kestrels annually at Greenmount Cemetary off of North Avenue. I'm sure I'm forgetting at least one location. A survey and BBS would, indeed, be a good idea!
