Kurt,
Nancy, Alli and I saw a kestrel perched on a utility pole right next to the main train/subway station near the airport in NY city several years ago. It was quite literally peched on a pole among the train tracks, at a switching station, an extremely busy highly urban area. I was, needless to say, quite surprised.

Kestrels have been nesting in New York City, I forget what burrough, but I
ecall seeing an article a while back, the use holes in metal facades for
heir cavities.
