If they went downriver, they may have visited DC -- not an easy bird there, 
although years ago a pair nested on the roof of the Kenndey Center (I saw 
them while attending a concert).

I was absolutely thrilled this morning to see two LEAST TERNs flying 
down
the Anacostia River at Bladensburg Waterfront Park in Prince George's
County. They've been observed here historically, but it's been some years
since the last sighting and I had all but lost faith in them ever returning.
They stayed for around five minutes, fishing in the marina and briefly
sitting on a post, before continuing to head downriver.

I was able to photograph one of them using my cell phone and bins:
