Small gull @ McMillian Resevoir DC

Hi Guys,
 
Tried to relocate the Least Terns early today, but no luck.  Closer to home, a small gull was perched on the floating fence at the east-central part of McMillan Reservoir - DC.  
 
The gull is signifcantly smaller than the Ring-billed gulls, and in non-breeding plumage.   It seems to have those white eyelids, but I'm having trouble making out the back end and wether it has white spots or not. I'm guessing Laughing Gull or Franklin Gull. To view the bird you'll need a scope or really good eyes.
