The Hains Point gates are closed but you could park on Buckeye Dr. and
walk along the river, or even just scan from there or the road along the
river in west Potomac Park (near FDR Memorial).
In Virginia, maybe the Dangerfield Sailing Marina or the Naval Memorial
(waves & gullssculpture), or Gravelly Pt. if it's open. Or from the Old
Town
Alexandria waterfront. There are even gazebos for shelter there.
This assumes that the roads and/or immediate waterfront sites are not
flooded of course!

Assuming that it's safe to go out, I also would be interested in hearing
from birders who know where publicly accessible birding locations might
be located tomorrow morning along the Potomac (Va, DC or Md) or the
Western Shore. Please post if you have some ideas. Another thought is
perhaps some reservoirs or artificial lakes might be more accessible.
