Outstanding find!  Wish they had stuck around, but alas, it was not to be.  By the way, I have 2 theories about why shorebirds appear here:
 
#1 - the birds are displaced by high tides from nice sand bars and mudlfats on the Anacostia River and then go looking for other places to hang out.  They see the huge parking lot with some water (puddles) and hang out for a while.
 
and/or...
 
#2 - Nocturnal migrants encounter high tides on the river and see the wide open parking lot with shallow puddles and decide this is a good place to rest until too much activity eventually drives them off.
 
High tide last night was 10:20 pm Tues, and then  10:40 am today... what do you think?

In the ongoing quest for shorebirds in DC, I stopped by the parking lot of
RFK stadium today to check out the puddles left over from the storm.  At
11:30am, I saw ~15 Least Sandpipier, 1 Semipalmated Sandpiper, and 3
Sanderling in the largest puddle at the south end of the north parking lot,
next to a temporary cell tower.
