Odd hawk behavior

A short while ago a loudly calling Red-shouldered Hawk landed on top of 
one of our black locust trees, then started tugging and twisting. Soon 
the bird snapped off a good-sized fan of twigs and flew away carrying it.

It's late September -- not exactly nesting season. Can anyone explain 
what might be going on? Thanks.
