I have seen "rivers" of crows flying across many of the Beltway exits on the west side of the City, going out from the City in early mornings and back into the city in late afternoons and early evenings. This "Commuter Crow" flight phenomenon starts every fall, continues through the winter, and fades out in the spring.
Hundreds of them pass over my yard going each way, about 60% American Crow and 40% Fish Crow, although other observers following the same crowd may report different percentages.
I followed "my" gang from my house one evening as far as the intersection of Northern Parkway and Wabash, with streams converging from different directions. These birds appeared to be coming across the Beltway at Dogwood, Windsor Mill, and Liberty Roads. But they didn't stop there for the night; they continued on southeast over houses and out of sight, and I tried to follow them on Northern Parkway but they drifted south out of view and I lost track of their movement. I suspect they are headed for a still larger gathering, converging from multiple directions - possibly to converge with Keith's group coming across the Beltway at I-795 and Reisterstown Road, Park Heights Avenue and Stevenson Road.
I've heard reports of similar flights of crows commuting in & out over other Beltway exits north and east of the City, probably heading for other large communal roosts somewhere in the City. Maybe someone in north-central Baltimore knows where one of these large roosts actually spends the night?
