Yes, I remember it very clearly. It was just barely over the state line near Gettysburg PA, in 2003, I think. It appears the MDOSPREY online archives don't go back that far any longer. The location was northwest of the first exit from route 15 in PA, about 10-15 minutes from there. It's not that far from Taneytown so perhaps this will be a good year for viewing short-eared owls in this area. Is it too much to hope for a few snowy owls too? :-)
