I would amplify his advice NOT to pull onto the grassy areas bordering the one lane road. 
I posted my encounter on OSPREY with one of the residents (i believe it was) last year.  
My impression then was that at least some of the residents were wary of casual visitors.  
 
I don't believe the sherrifs dept would look kindly on people parking along MD 17, however.
 
One possibility is to pull off 17 NORTH of the pond where there is both a wide shoulder and 
visual access by spotting scope to a large portion of the pond.  If you don't have a scope,
my experience trying to use 8x bins from the residential road was that if the birds were at the 
far side of the pond, you weren't going to see much anyway.
 
In the area are two small farm ponds and both can be easily seen from non-busy roads.
1. A very small farm pond off of Lees Lane - close to the intersection with MD17.
 
2. A little larger farm pond off of Catholic Church Rd just south of the intersection with Gapland 
Rd, which is the eastern extension of Main St thru Burkittsville.
 
Feeder activity has been intense this morning...nothing out of the ordinary.
