2nd year Bald Eagle. I'm hardly an expert, but it is a pretty good match
to the illustration in the Crossley guide, and any Red-tailed Hawk there
has pale secondaries and primaries, which is not the case with your bird.
It wasn't on 32 near 144 was it, I observed similar bird there yesterday.
