Franklin's has turned up several times in DC since the 1980's. I think this is the first for farther up the Potomac River.

Mary Ann Todd, Andy Martin, Jared Fisher, Jim Green, Mike Ostrowski, and Lydia Schindler watched the bird between 4:30-6 PM. Dave Powell was arriving as we left.

It was always rather far down the rapids, feeding and sitting on the rocks with the Bonaparte's Gulls. View by walking upstream from Violette's Lock a bit.
