It's exactly that. Slinkys cost about $5 at Toys R Us.  It baffled the squirrels for two weeks (as far as I could tell). When I saw them try to climb it, they never made it to the top.  After two weeks, I moved the feeding station closer to the house so that the new webcam could get a good view of it. That brought the feeders within jumping range of the house. I didn't bother to remove the now-useless Slinky. Months later, I still haven't seen a squirrel climb up the Slinky-ed pole.  They always leap from the house.

Probably the squirrels would have eventually figured out how to get past the Slinky if I hadn't moved the feeder station to a place where they had a more natural option (horizontal jump).  Nonetheless, the Slinky provided plenty of amusement but no harm.
