 I heard an Alder sing twice at the very same low depression (actually it is a wetland mitigation site at the HoCo Conservancy) on May 18th, so it is very possible this bird is the same bird and is on territory. I don't believe Alder has ever been recorded as breeding in Howard County, but other long-time HoCo birders would know for sure. I suggest birders refrain from using playback to see this bird; if the bird is present, it will more than likely sing. Just be patient.

The Alder Flycatcher was still singing and calling at Mt Pleasant Howard
Conservancy. From the parking lot walk west, past the barn and work your
way towards Rt 99. The Alder Flycatcher spot is in the new wetlands on the
north side of Rt 99 and due north of the east end of Waverly Stormwater
Pond.
