Hey Mark,
This is definitely a Brewster's-type Warbler. Hybrids of the winged warblers can be much more variable than the typical illustrations. The Peterson Warbler guide shows several combinations and is a very useful reference that is worth having for many reasons.
A more important note to take from your photo is that people should be making efforts to see all heard-only Golden-wings at Old Legislative Road (and everywhere really). Golden-wings are becoming much harder to find in Western Maryland and it would be really helpful to know that all of these reported birds are actually Golden-wings, phenotypically at least.
Good birding!

The bird has a modified face mask that gives the appearance of a black necklace. I couldn't find any photos that matched this pattern, so I wasn't quite sure how to label it. Here's a link to several photos. http://www.flickr.com/photos/27381338@N03/7330910128/in/photostream I'd be interested in hearing opinions on the bird's lineage.
