Yes, you could certainly do this on your own, and circulate anywhere you
feel comfortable doing so.

As for downloading and printing the bills - they are short, so it isn't
burdensome, but the fact is that most people won't read them anyway. 
However, some people insist on seeing the text before signing, so it
can't hurt to have them.

Yes, signatures should include both addresses and phone numbers (sorry,
I should have mentioned that earlier).  

You can provide explanations if you like - a separate flier might be the
best way to do that.
