Are they sure it is a Flicker?  Red-bellied Woodpeckers do this more
commonly.  Hang some silver Christmas tinsel off the gutter where the
drumming is being done.  Maybe it will go some where else since its drumming
board has been altered.  You could also check with the Audubon Naturalist
Society.  They may have some advise.

The drumming is likely to stop soon, and no harmful action should be taken
toward the bird.  Please tell the friend that shooting the bird is illegal
since the woodpecker is protected under state and federal law.  I think the
federal law is the Migratory Bird Act.

Hopefully, the nuisance behavior will stop and the bird will not be harmed.
