Declining White eyed vireo?

Dear fellow birders- I have noticed over the last several years a decline in sightings of the White eyed vireos in the area I bird watch. Last spring, I only saw 1 and heard 1 during spring migration in  Rock creek Park. Has anyone else noticed this?
**Birding on May 4th 12-2:30pm in Kensington at Ken-Gar Park, birds seen were:
1 orchard oriole(female) 3 Balt. Oriole (male) 1 yellow warbler, 1 Solitary Sandpiper,
5 Red-eyed vireos, 2 Towhees (males) 20 Goldfinches, 2 Chimney Swifts, 8 Red winged Black-birds.
