I saw the Ripley Garden Rufous Hummingbird this morning at 8:00 AM.

A lunchtime walk around the Tidal Basin showed that the basin itself if
almost completely frozen over. No dead fish yet! Yet some gulls were
still
waiting: Several dozen Ring-billed Gulls, a couple of Greater
Black-backed
Gulls, a few Herring Gulls, and a single first-year Lesser Black-backed
Gull.
A Great Blue Heron was fishing on the Potomac side of the bridge
between the river and the Tidal Basin.
At the DC Veteran's Memorial, an adult Red-shouldered Hawk was
hunting, and therefore there were no other bird about!
