Very Large, Whiteish Falcon on RT4

All,
  Today as I was speeding down Route 4 towards the beltway, there was a very large, very light coloured falcon perched on one of the street lights.  I was unable to stop and get a good proper look since I was already really late and was being tailgated but here is what I did see: very large - at least twice as big as a crow , a little bigger than a Coopers Hawk.  Very upright posture,  sleek head, a bit eagle-esque, beak not as large/massive though; very elegantly proportioned profile/ body shape - not shortnecked like a Sharpie at all,  the breast was very light - white/very light grey perhaps with slighty darker rather fine, banding/marks and not a lot of it; it was 3/4 facing me so I could not really see it's back but the bit I could see was still quite light - I've an impression of maybe an eyebrow, a patch? something on face with dark eyes but I only saw it for a few seconds before I passed under it. 
   
  Over all impression was a large white falcon - we don't have any large white-ish falcons here do we?  Ideas? Was definitely some kind of bird of prey, definitely not a Coopers (too white), Sharpie (way too big) or either hawk (not stubby enough for either).
   
  The location was RT4 , right around Pax River Bridge - cant remember before or after, not far past (going towards beltwayI think.
