Why was it a falcon and not a Buteo?

I was unable to stop and get a good proper look since I was already really late and was being tailgated but here is what I did see: very large - at least twice as big as a crow , a little bigger than a Coopers Hawk. Very upright posture, sleek head, a bit eagle-esque, beak not as large/massive though; very elegantly proportioned profile/ body shape - not shortnecked like a Sharpie at all, the breast was very light - white/very light grey perhaps with slighty darker rather fine, banding/marks and not a lot of it; it was 3/4 facing me so I could not really see it's back but the bit I could see was still quite light - I've an impression of maybe an eyebrow, a patch? something on face with dark eyes but I only saw it for a few seconds before I passed under it.
