Color-Banded Mockingbird near Smithsonian, Washington, D.C.

I don't remember if anyone else has reported this.  I was visiting museums on the National Mall today in Washington, D.C. and saw a Nothern Mockingbird (near the Smithsonian Castle building) picking up something on the sidewalk near one of the food vendors parked at the curb on Independence Avenue.  When it flew up to a nearby bush, I saw it had a red plastic band on its left leg (above a silver band -- presumably an FWS band) and a yellow plastic band on its right leg.  Does anyone know if someone is doing such banding in downtown Washington?
