Looks like Bar-headed.  They're quite popular in captivity, I guess because they're such attractive-looking birds.  I am not sure if they are known to occur as vagrants outside of the normal range in Asia. They are not long distance migrants, commuting to India from just the Tibetan plateau.

while it was in the water (figuring it wasn't some kind of hybrid, etc.),
but couldn't see the feet. It was already a ways up in the air when I saw
it flying away and I was trying to get other field marks before it got too
far... I didn't think then to look at the feet. Hopefully someone else will
find it on another body of water nearby!
