Hi Jennifer,
 At the Big Sit in '06 at Black Hill Regional Park we watched a  Cooper's 
Hawk chase a Belted Kingfisher. They both went into a dive down towards  the 
water, and both pulled up right at the last moment before hitting the  surface, 
with the kingfisher making good its escape. That's the closest thing  I've seen 
to what you witnessed. A great sighting for you!
