On the way to Keysville Road to see the short-eared owls, I was zipping along 
route 140, just north of Frizzellburg, Carroll County, when I saw a short-eared 
owl.  It was flying low at the foot of an embankment along the highway.

I am sorry that I can't be precise about the location, but I didn't stop to look 
for it since I figured I would get better looks at the Keysville Road site.  And I 
did.
