Again, I really appreciate the concern of some birders who have
contributed suggestions for the decline on quail populations.
Sudden bobwhite collapse [SBC] really needs to be at the center
of our birding activities if we are to understand the plight of all 
our gallanicous birds (which, also includes the black rail) !!
However, DNR (I'm sure) was also receiving results of the current
trends, but FAILED to implement any action in the current hunting
regulations. 
The folks that we thought were watching our natural rescources 
were asleep at the wheel.
