Hart-Miller Island Public Meetings

the two handouts that summarize last week's public meetings.  If anyone else

I have attached the "Fact Sheet" and the "Amenities Map" that were handed 
out at last week's public meetings.  The fact sheet describes the proposed 
design for the North Cell that was developed and presented by  the 
Hart-Miller Island North Cell Habitat Development Working Group (on which I 
represent MOS).  It was this proposed design that was presented to the 
public last week.  I presented the bird and insect parts of the 
presentation.  The Maryland Port Administration and the Maryland 
Environmental Service wanted me to express the fact that we are implementing 
"PASSIVE recreation" and that the main purpose of the project is to create 
"wildlife habitat".

*We are looking for support of the proposed design for the creation of 
wildlife habitat and passive recreation.

The design offers wildlife habitat similar to the South Cell created 
wetland.  There are currently two concepts for this design, "Concept 4A" 
(with a sprinkler system similar to the South Cell) and "Concept 4B" 
(without a sprinkler system) .  I am sure that you want my opinion on these 
two concepts.  I like them both.  If money were no object, Concept 4A would 
be my choice, but this concept has higher capital costs and operation and 
maintenance (O&M) costs.  Knowing that the State, and especially the 
Maryland Department of Natural Resources, are strapped for funds, Concept 4B 
will still create wildlife habitat but without the flexibility of Concept 
4A.  So, basically I see the advantages and disadvantages of both concepts 
and could live with either one.

*We are looking for your input on the two concepts.

In addition to these two North Cell interior concepts, the Maryland 
Department of Natural Resources has taken your ideas for amenities that you 
suggested last year and proposed a design for the final island in total. 
These amenities are shown on the attached "Amenities Map".

*We are looking for your comments about the choice of and locations of these 
amenities.
