You have got to be persistent if you want to participate in this great democracy of ours, and no, the web is not making it much easier. Not when you've got to call three times. First to say that the document itself is not posted. Then twice more to say the document is posted but the comment link has not been activated. Even though the comment period runs from the date the EIS is received by the EPA, and per the Federal Register, that happened on Friday, 10 July 2009. 

And when you call the park and you are told that both the superintendent and the deputy superintendent are out, that the person answering the phone in their office does not know when they are expected to be in ("maybe tomorrow") and doesn't even know who the Acting is....

I shall keep trying.
