This document will be open for comment for 60 days after the publication of the Environmental Protection Agency's Notice of Availability in the Federal Register.

Upon the close of the 60-day comment period, NPS will review all public comment and revise the document in response to the comments received. A final version will be released, and a 30-day no-action period will follow. Following that 30-day period, a Record of Decision will be signed that documents NPS approval of the final plan, and the alternative or actions constituting the approved plan will be identified for implementation.

I checked the Federal Register and it was published by the EPA on Friday, July 10. 

You can submit comments directly through the website. However, I tested the "Comment on Document" link and guess what? Sigh. Another call to the RCP office. Sheesh. You'd think this was the first time they'd ever done public posting and acceptance of comments. And every single time, this is what happens.

I checked regulations. gov and it is not posted there yet.
