Hi all-  I too, am seeking Lapland Longspurs as well for my life list. Already struck out twice. I was tempted to drive up to Carroll Co near Taneytown, but if Frederick is productive...  Horned Larks were there the last time I visited.

Rusty blackbirds have been reported at Jug Bay Wetlands Sanctuary, Anne Arundel County, most recently on the railroad bed trail - however, the trail is under 3 feet of snow this week.  Earlier in the year they were seen in the fields on Plummer Lane between Rt 4 and Wrighton Road (bordering the JBWS property).
