After twitching the Snowy Egret found by Dave Roberts at Hughes Hollow, I found a Virginia Rail at the Seneca Creek SP wetlands between Riffle Ford Rd and Great Seneca Highway.  Jim Green and Andy Martin were in the area and also came by to hear and see the bird.  

To reach the wetlands, you park on the shoulder of Riffle Ford Rd and walk north about a tenth of a mile on a dirt path.    The bird was near the observation platform.  On the plain map view on Google Maps, the wetlands is shown as a pond:
