Depending on the time of year, the circle/sing behavior may indicate that you are very near a nest. Just remember that KEWAs nest very close to the ground, usually at the base of an upright piece of vegetation. So if you are observing a bird doing this kind of thing, be very careful where you step. If the bird stops singing, it probably means it has managed to sneak back to the nest without your noticing it.
