Sandra,
The pigeon you saw in Baltimore is a speciality bred pigeon, which probably escaped from a breeder. It looks like a Rock Pigeon cross with a breed called Lahore. This breed comes in many colors, and has heavily feathered feet or 'booties'.

Did some birding around the house yesterday and today . Got my first different ducky "GREBE" at the pond . A Pied Billed Grebe hung out here yesterday and today .
