FYI - Although for bird listing we follow ABA's rules, as a matter of legal jurisdiction the rule is not the same.  Any U.S. coastal state's territorial jurisdiction only extends out to 3 nautical miles from its coast, except that jurisdiction for Texas and Florida’s Gulf coast extends out to 9 nm (AL, MS and LA are all only 3 nm).  The rest is all U.S. (federal) waters, out to the 200 mile EEZ (exclusinve economic zone) limit.
