First, I encourage everyone to read Marshall Iliff's excellent
article that was tailored to this hurricane (Irene) and to the storm
birds likely in our area. Matt Hafner provided the link, below. Here

Below, I have summarize which of some of the more likely "storm"
species are reviewable, in accordance with the MD/DC Records
Committee's MD and DC Review Lists ... The following are reviewable
and documentation is welcome:
(Note: I am paraphrasing from the actual review lists)
Maryland:
If seen anywhere in MD, inland or over the ocean:
Black-capped Petrel
Cape Verde Shearwater
White-faced Storm-Petrel
Band-rumped Storm-Petrel
Magnificent Frigatebird
Brown Booby
Arctic Tern
South Polar Skua
Long-tailed Jaeger
and any "new" MD species that are not currently on the Official MD List
If seen away from coastal Worcester County:
Cory's Shearwater
Great Shearwater
Sooty Shearwater
Manx Shearwater
Audubon's Shearwater
Leach's Storm-Petrel
Bridled Tern
Roseate Tern
If seen at locations other than coastal Worcester, in the Chesapeake
Bay or its major tributaries; or if seen along the Potomac River
north of the Charles/Prince George's County line:
Wilson's Storm-Petrel
Sooty Tern - [I was wrong yesterday when I said this species is
not reviewable any in Maryland. Sorry, this is the correct status.]
Pomarine Jaeger
Parasitic Jaeger
District of Columbia:
If seen anywhere in DC:
Leach's Storm-Petrel
Band-rumped Storm-Petrel
Sooty Tern
Bridled Tern
Parasitic Jaeger
Long-tailed Jaeger
and any "new" DC species that are not currently on the Official DC List
[Note Wilson's Storm-Petrel is not on the DC list, so any
report would be new to DC]
[Note" Pomarine Jaeger is not on the DC list, so any report
would be new to DC]
