It's true that I was fooled by using Google Earth. I didn't think of Bing, but I did check DNR's MERLIN site and found that the county line is well to the east of where Google shows it. I don't know where the boundary of the open-to-the-public land area is, but certainly the swampy area is entirely within Garrett County. I had no idea I was opening up such a can of worms. Thank you all, including those who replied to me off list.
