I birded it today, from about 7:20am to 9:30am, and then from 11:30 till
1:10pm. Not seen or heard. No other birders, just my eyes on the lake.
Could have been hiding in the trees but it was certainly not active and
flying around the lake.

A fisherman told me he saw it yesterday (May 10) at around 8am, flying up
the lake. He was on the north side near the dam. I showed him the Sibley
app rendering and he said it looked like that but no white on the back,
which is consistent with descriptions posted by Ron Gutberlet, for example.
He confirmed it looked like a Cormorant and seemed to know what one looks
like.

In between, I UNsuccessfully looked for the Wilson's Phalarope at Swan
Creek. 0 for 2 today.
