Re the ragged wings...
Perhaps it is an escaped pet whose clipped wing feathers grew out just
enough for him to escape?

I went over to try for closer photo and he spooked even though i was 50 feet away and in my car. He flew over my car and was very beat up looking . i wondered how he able to fly as all feathers are ragged. He disappeared to the south. Seen him this morning on my way to work . Finally got to leave a little earlier  when bird action apparently happens.Same location . He was in the large dead tree beside the Rite Aide store with about 20 other crows. Still trying to fit in.
