Re the ragged wings...
Perhaps it is an escaped pet whose clipped wing feathers grew out just
enough for him to escape?

He flew over my car and was very beat up looking . i wondered how he able to fly as all feathers are ragged. He disappeared to the south. Seen him this morning on my way to work . Finally got to leave a little earlier  when bird action apparently happens.Same location . He was in the large dead tree beside the Rite Aide store with about 20 other crows. Still trying to fit in.
